3 Questions on British to American Traslation

Since I've got all of these British people at my disposal, I thought I'd ask a few questions about some of the things said in Shaun:

In the scene where Philip says, "You do know that this is a 20 mile an hour zone," shouldn't he have said kilometer? It didn't look as if it were dubbed for Americans.

How much is a quid? Is it the same as a pound? How about a p (as in "I owe you about 15p")?

Not from Shaun, but from Spaced: What is "taking the piss"? Does it mean to lie?
