And a bonus! By doing one step differently, we'll also be making this icon:
1. We start with this icon:
(Image Michelle)
2. Then we copy and paste it as a new image. (right click -> copy. right click -> paste as new image)
3. With the newly pasted image (Image 1), duplicate it. (right click -> copy. right click -> paste as new layer.)
4. Go to Layers and click on Properties. Set Blend Mode to Screen. Adjust the transparency if you feel like it, but I didn't.
5. Your Image 1 should look like this:
6. Copy that image and paste it onto the original image (Image Michelle) as a new layer. (right click Image 1 -> copy merged. right click Image Michelle -> paste as new layer.)
