You can fish it up in a junk box, as well as some vanity pets and a cloth fishing hat~

Sorry about that, I forgot about evil blocks.

According to wowhead, it can be found in a reward bag from one of the new fishing dailies, which involves fishing for baby crocs in Stormwind or Orgrimmar.
