Short version: No, they don't count.

Long version: Actually, I created Tokudane partly to keep up to date with what new projects were being scanlated (because the other scanlation update listings included everything shoujo/shounen/bl - and frankly I got annoyed searching for stuff from their site when I just wanted the BL) way before any publishing companies ever decided to license BL manga and the other part--- is a secret >.>. So as titles were actually getting picked up officially(yay!) to help scanlators avoid scanlating licensed titles and for fans to stop requesting scanlations of something that already will be coming out shortly *god forbid distro problems* this page was added. Now as you can see, with Yaoipress (originally english, and toku only updates english scanlations) there's no chance of groups scanlating their projects...

It seems Deux has also licensed I Shall Never Return by Uchida Kazuna (which the OVA was adapted from).

But most importantly, Seven Seas licensed Kami-sama no Ude no Naka (In God's Arms) by Yamade Yonezou! XD

I think it's the other way around. Later on people would share pieces of whichever information they managed to compile about the new licensing news to help the data-updating. The last may take time, but it would be there eventually.

To edit a few things -
Daemonium, a world manga title by Studio Kosen, is an original English manga. Not a Japanese translated manga.

Koi Cupid by Mia Ikumi (Tokyo Mew Mew) and Pandora Hearts by Jun Mochizuki as noted in the original comment are shoujo and not even the slightest bit slashy.

and dmp *will* be announcing way more titles in xmas...

I can hear my wallet weeping already ..
