... there -are- stats on names. The most popular names in each year -do- vary by race/ethnicity, socioeconomic stratum, education level of the parents, etc.

I have no clue whether [info]bestdaywelived has such stats in front of her, whether "Windy" figures in such stats, etc. It is certainly stupid for her to make judgements (and, worse, to sling them about as insults) about the character, personality, background etc. of a specific person she has no further information about.

But it actually isn't stupid to say that a given name indicates a higher probability that someone is of a certain kind of background. It does. [The real trouble is that these things change really really fast, especially now, so it's best not to go there.]
