Loose tea for sale?

Are there any tea shops in or near Shadyside? I know that Highland Teas distributes through Whole Foods, but the last time I was there, there really weren't that many flavors available that I liked (I prefer spicier teas over fruiter ones). I prefer loose tea (so I can either make my own sachets or steep it in a tea ball).

Thanks for any suggestions.

(Mods - I didn't see any really applicable tags. Best suggestion I'd have is retail: beverages, or something similar).

What is the legal minimum temperature for the interior of a residential building if the heat is included in the rent?

I'm renting an apartment in South Oakland (shut up!) and, understandably, my landlord experience has been less than stellar. And it's really really really really freaking cold outside. And I have three external walls and an external ceiling. Ergo, it gets really really really really freaking cold inside too. I'd really like to call the guy out on this and at least get him to lend me a space heater!

EDIT: from May 1st to Oct 31st:
-if the temperature outside is >= 10degF, the inside temperature (measured 2ft away from exterior walls) must be at least 68degF
-if the temperature outside is <10degF, the inside temperature must be at least 61degF
