This is a Claire from Lost tutorial, made in CS3. It's super simple, super short (five steps!) AND has no selective colouring. Whee!

1 do whatever you need to do to your base.
2 screen [if necessary]
3 layer>new adj. layer>levels>
RGB
input; 20, 1.00, 255
output; 0, 245
4 layer>new fill layer>solid color>#1ACBAB>color burn 25%
5 layer>new adj. layer>hue/sat>
master; 0, 30, 0
6 layer>new fill layer> solid color>#08203C>exclusion 100%
7 duplicate hue/sat layer>drag to top
8 sharpen [optional]
9 merge/flatten+enjoy!

*if result is too exclusiony;
duplicate base>leave it at the bottom>soft light 100%
