Croc is probably still working there after the Croc incident, with the manager disciplined by corporate HQ for failing to abide by the Diversity Policy.

Your question is ill-considered.

Were a cup completely filled with coffee, there would be no room for cream.

Some customers accept such a cup, but pour out a bit of the coffee to make room for cream. Others request that room be left for cream; and at some coffee houses customers are asked if they would like such room left.

(It may be in the interest of the coffee house to ask because they retain the coffee that is not discarded, have to deal with less liquid waste in their trash, face fewer incidents of customers burning themselves during the discarding of coffee, and offer as much or more satisfaction (from the level of service) to almost every customer.)

Few customers specify or are asked to specify how much room they would like left. Instead, an amount of room is typically left which corresponds roughly to the volume of cream that a modal (average) customer would want.

However, Rat, acting with sloth or malice or both, exploits the failure to specify a volume to be left, and delivers a cup in which the room left for cream is the full volume of the cup. No coffee at all is provided.

My policy is, if's it empty, fill it with cream.

I noted that there wasn't actually a promise that cream was available.
