Joint Statement of Nagorno Karabakh Youth NGOs regarding the US State Department’s 2008 Human Rights Reports on Armenia and Azerbaijan On 25 February 2009 the US State Department’s Bureau of Democracy, Human Rights, and Labor issued the 2008 Country Reports on Human Rights Practices. As in previous years, these reports inter alia partially cover the region of Caucasus, including Armenia and Azerbaijan. We have read carefully these two country reports and made a number of observations which are summarized in our joint statement. In general, we welcome the US State Department’s attention to the human rights situation worldwide, and the particular attention paid to our region. We would encourage other governments, including those of our region, to follow the example set by the United States in mainstreaming human rights into their institutional practices and reporting cycles. Government-produced reports, however, must be free of political biases, partiality and preconceptions; otherwise they may quickly lose their credibility and be seen by the public as yet another instrument of unfair political pressure in international relations. Van, Nagorno-Karabakh - Vardan Vardanian and his wife moved to the village of Van when it was established in 1999. Their two children, five-year-old son Sergo and two-year-old daughter Ani-Van, were born here. The village is in the Kashatagh region of Nagorno-Karabakh on the banks of the Voghji River. Mr. Vardanian and his family live in one of the rooms on the second floor of the local school, which is only 3 kilometers away from the Araks River, the border with Iran. ( read more... ) |

| Karabakh authorities decide to “revitalize” Shushi |

Officials in Karabakh have decided to move a number of state institutions from Stepanakert to Shushi in an attempt to revive the town that – a century ago – was considered one of the most significant towns in the Caucasus. Shushi, 15 kilometers from the capital, Stepanakert, was one of the most devastated settlements following the war of 1991-94.
Starting from autumn 2008, two buildings not far from “Kanach Zham” church have been reconstructed, and it is into these buildings that the Supreme and Appeals Courts will move, according to preliminary data. The facilities for the state cadastre committee, the ombudsman’s office and the Ministry of Culture are still in the mapping-out process. About 40 people work at these institutions...

NKR President Bako Sahakyan issued a congratulatory address to the citizens of the republic in connection with the anniversary of the NKR State Independence Referendum and the Constitution Day, Central Information Department of the Office of the NKR President reported. The address reads as follows:
“Respected citizens of the Nagorno Karabakh Republic, Dear compatriots,

Armenian refugees and those who have migrated to NKR make 33 percent of the country’s population (which totals 137,800), which, in percentage correlation, exceeds greatly that of Azerbaijan, where refugees make 7.9 percent (total population 8.3 million). Refugees are going to turn to the UN Commission with a demand to recognize the rights of refugees living in Karabakh to getting compensation for financial and moral damage.( read more... ) |

Regular anti-Armenian campaign concerning the events in the settlement of Khojalu becomes more frequent in Baku. At that, the official Azerbaijani propaganda does not disdain to use any methods and means to display the Armenian side as a party responsible for the tragedy. The NKR Ministry of Foreign AffairsТ press service has recently disclosed one more agitation faked document of Baku, which, via a forged photograph exposed in a number of the Azerbaijani websites, tried to inject in the world public consciousness and the consciousness of its own people another portion of poison of Armenian phobia. | OSCE MG: Azerbaijan’s resolution on Karabakh inadmissible |

07.03.2008 http://www.panarmenian.net/news/eng/?nid=25280 /PanARMENIAN.Net/ Armenian Foreign Minister Vartan Oskanian and OSCE Minsk Group Co-chair Matthew Bryza discussed the resolution on Nagorno Karabakh submitted by Azerbaijan to the UN, RA MFA acting spokesman Tigran Balayan told a briefing in Yerevan.
According to him, the U.S. Deputy Assistant Secretary of State spoke out against the voting.
“The OSCE Minsk Group Co-chairs think the resolution inadmissible,” he said, adding that Armenia works for prevention of voting on the resolution in the UN.
The draft resolution titled “Situation in occupied territories of Azerbaijan” calls for assertion of Azerbaijan’s right to its territorial borders and Nagorno Karabakh. The voting is scheduled for March 14. |

Armond Takhmuzyan went to Karabakh from Iran in 1999. `I wanted to come to Karabakh earlier but I had problems with my passport. At last they permitted me, I arrived here and realized that there is plenty of hard work,' Armond told us.
He was late for our meeting because he had to stand in line for water from the source. In winter water freezes inside pipes in the house where Armond's family lives, in summer there is little water in the river, and again they have to carry water from the source.
Nevertheless, Armond, his wife Artemis and two children stay in Karabakh.
Armond met his future wife Artemis in 2000 who first visited Karabakh from Australia in 1993 together with Lady Cox.
`I am a jeweler. In 2001 we opened the shop of souvenirs Nreni in Stepanakert. We have decided to enlarge our business. I don't have much money, but our friends promised to help with investments. We bought land in front of the shop and decided to build a building and set up a travel information center. My family will live on the first floor, we will let the other rooms. Our partners will arrive here in summer, for the rest of the year we will let rooms. We will donate the income,' Armond says, showing the plan of the future hotel.
`We honor the law. Perhaps everyone knows that we did not come here to earn money. Frankly speaking, we were never checked or fined. Although I should note that administration is too rigid. Too much bureaucracy. It is apparently the Soviet heritage. As well as the fact that people are used to cheating the government. Bureaucracy is a nest for bribers. These things may disappear if the country becomes richer,' Armond says full of hope.
`Tax administration could have been different. For instance, as soon as the tax service discovers a mistake, it immediately fines. I don't think it is the right way. First it is necessary to warn about the mistake and fine in case it repeats,' Artemis says.
`In our country it was different. When I worked in Iran, at the end of each month the bank sent us an envelope with bills. We only paid the bills. In case of problems, there are special offices you can turn to. Karabakh is undergoing transition, but it is too slow. We don't want to be a burden for anyone. On the contrary, we are trying to relieve others' burden. Intelligent people come here. They must have an opportunity to live and work,' Armond says.

| Olympic Games 2016 To Azerbaijan, Nagorno Karabakh To Armenia |

no comments:))))))) Armenia and Azerbaijan are in long dispute over the Armenian enclave of Nagorno Karabakh. However, international community, Armenians and mediators' helping Azerbaijan to host 2016 Olympic Games could help to resolve the conflict quicker, through peaceful means. Azerbaijan is better off with Olympic Games, the money, attention and tourism that it brings than with Nagorno Karabakh, which is going to be like an investment sink.
Therefore; the plan should be Azerbaijan gets 2016 Olympic Games, Armenia gets Nagorno Karabakh, The world gets PEACE. This is a great deal. ( read more... ) |
