Start off with your base:

Go to Layer>New Adjustment Layer>Hue/Saturation.
Saturation 30+

Go to Layer>New Adjustment Layer>Selective Color.
Reds
Cyan -50
Magenta 0
Yellow 0

Yellows

Cyans

Learn to make this color effect in Paint Shop Pro:

Selet your picture and resize and crop it to a 100x100 pixel image.

Duplicate the image once. Set the layer to screen 100%, merge. Now, duplicate the image again and set this layer to multipy 100%. Go to Adjust/Blur/Gaussion Blur and set the blur to 0.55. Merge.

Make 5 new layers.
First layer: #F876CC Opacity at 72%
Second Layer: #F876CC Opacity at 36%
Third Layer: #65A4F9 Opacity at 90%
Fourth Layer: #61FF0B Opacity at 38%

Set all to Soft Light. Don't merge yet.

Now make 3 new layers.
First layer: #A4E0F4 Opacity 100% set to Burn
Second layer: #05040C Opacity 74% set to Exclusion
Third layer: #EACF7E Opacity 42% set to Multiply

Do not merge yet. (Or merge if you don't want any text)

Create a new 100x100 image. (any color is fine. I've made mine #C0C0C0.

Use your pen tool to draw an angular line. Then use your text tool. When you've got your text copy and paste as layer on the very top layer of your icon. Set to screen(you can also add a drop shadow to it). Once you've got the text where you want it, drag the layer down and place it right above yor base image. Merge.

You're Done! :)

We're making this:

This is actually one I did back in October. I'm just reposting it here.

Step 1. I took a this picture of Ville Valo and cropped and resized it to fit into my 100x100 pixil image. sharpen if you want, i didn't sharpen mine. duplicate the image twice, set the bottom layer to screen (mess around with opacity) & the top layer to soft light (mess around with opacity). do not flatten your image.

Step 2.make 3 new layers. fill the bottom one in with a dark blue(#090A21) and set to exclusion. fill the middle one in with a light brown(#DDCB99) and set to multiply. and fill the top layer with a light blue(#A6C6F6) and set to burn. you can mess with the opacitys of the layers. mess around with the opacities. still, do not flatten your image.

Step 3. Under your screened dupilcate place a light texture, like this one by ___usedvanity and set it to either lighten or screen. (i flipped the light texture before i placed it on my icon) flatten your image.

Step. 4. now text. make a new layer. font: arial, size: 3, make it bold. you may have to mess with the Kerning and Leaning. set your text to screen. dupilcate it(as a layer). for this new text, go to adjust>blur>motion blur. set it the the settings you'd like and set it behind your screen text. flatten your image.

1. Duplicate your base once and set to screen(100%). (if it's not light enough duplicate it again, set to screen at 50%). Flatten image. Duplicate your image and set to multiply(100%). Go to Adjust/Blur/Gaussian Blur and set the radius to 1.00. Flatten image. Now sharpen your image. I usually sharpen it once, but I sometimes sharpen twice if it isn't sharp enough.

2. Now, onto the many layers. Go to Layers/New Raster Layer. Put the blend mode to Color (Legacy) and click ok. Fill it in with a medium gray brown (#C9BAA3) and set the opacity at 16%. Don't merge layers yet.

3. Make another raster layer and set the blend mode to overlay. Fill that layer with just black (#000000) and set the opacity to 44%. Make another layer, set it multiply and fill it in with a peachy brown (#EED7AC) and set the opacity to 100%. Make yet, another layer. Set it to burn and fill it in with a bright blue (#0000FF) and set the opacity to 12%. Flatten Image.

You should come up with something similar, but it also depends on your image:

2. Now, onto the many layers. Go to Layers/New Raster Layer. Put the blend mode to Color (Legacy) and click ok. Fill it in with a medium gray brown (#B1A795) and set the opacity at 34%. Don't merge layers yet.

3. Make another raster layer and set the blend mode to burn. Fill it in with a light blue (#C1F5F1) and set the opacity to 100%. Make another layer, set it burn and fill it in with a medium pink (#F800F5) and set the opacity to 18%. Make yet, another layer. Set it to burn and fill it in with a bright blue (#0040F8) and set the opacity to 16%. do not merge layers yet.

4. More layers :) Make another layer and set to soft light, fill it in with a bright pink (#FE2A7A) and set the opacity to 32%. Make another layer and set to burn, fill it in with a light blue (#C1F5F1) and set the opacity to 100%. Another layer: set to multiply, fill in with a gray brown (#DEDBC8) and set the opacity to 100%. Last layer: set to color (legacy), fill in with a orange gray brown (#C9BAA3) and set the opacity to 26%. Flatten Image.

You should come up with something similar, but it also depends on your image:

2. Duplicate your image and set to multiply(100%). Go to Adjust/Blur/Gaussian Blur and set the radius to 1.55. Flatten image.

3. Now sharpen your image. I usually sharpen it once, but I sometimes sharpen twice if it isn't sharp enough.

That's all. Just a simple base. Now, of course, you can go and add effects to it. I'm just too lazy to carry on with it. =D
