Okay, looked through some entries but I couldn`t find anything similar. Sorry, if this is already explained:

I would like to know how to make an icon like this -->

Each change in the icon signifies one frame, and each frame is a picture separate from all the others. Basically, for each change in the icon you have one picture.

Then you string them all together depending on what program you're using.

I wrote up a tutorial on making .gif icons in PSCS3 here. (It might confuse you a bit though, because the tutorial is for making icons based on consecutive screencaps, but the basic principle is the same.)

[info]brasaremean wrote this tutorial. It will show you how to make the icon below... looks like what you're hoping to achieve. I've personally never used this tutorial, but I know lots of people who LOVE it. For Photoshop and ImageReady.
