This looks best on pictures with light/white backgrounds =]
Okay, so…
Duplicate your base and screen it so it’s nice and bright. I used 90% opacity.
Make a new layer and fill it with 748EFF. Set this to Multiply %100. Looks weird, but trust me on this XD
Make a new Selective Color layer and make sure the method is set to “Absolute”
REDS
C: -100
M: 0
Y: 100
B: 0
YELLOWS
C: -100
M: 0
Y: 100
B: 0
BLUES
C: -40
M: -31
Y: 100
B: 0
NEUTRALS:
C: -21
M: 0
Y: 31
B: 0
Another new Selective Color layer. This time set to “Relative”
REDS
C: -100
M: 19
Y: 14
B: 0
YELLOWS
C: -100
M: 0
Y: 0
B: 0
NEUTRALS:
C: 29
M: 0
Y: -23
B: 0
Now take this texture:
(I'm not sure who made it, let me know if you do XD) and set it to Darken %100. (Or it might look better on Multiply if you use a different texture) Erase what’s covering the face, body, hair etc…
And ANOTHER Selective Color layer (Still set to Relative):
REDS
C: -36
M: 0
Y: 17
B: 0
YELLOWS
C: -83
M: 0
Y: -78
B: 0
NEUTRALS:
C: 30
M: 0
Y: 0
B: 0

Now we do a Color Balance layer =]
Midtones: -84, -3, -2
Shadows: +5, +6, -1
Highlights: +4, -6, +5
Then a Hue/Saturation I upped the Master Saturation on this one by 25.
And finally, a Brightness/Contrast layer. This is what I used for this one:
Brightness +6
Contrast +12
That’s pretty much it ^_^ Hope you like :)
Other icons made like this:
