What I do sometimes is use the Blur tool, or the Smudge tool and brush carefully to add a smoother look. Or you can use use Filters>Blur>Selective Gaussian Blur or normal Gaussian Blur on one layer and then erase the parts you don't want blurred so the non-blurred layer shows through.

To get the grainy look without looking like you used a poor quality image, I would recommend using a paper texture, on perhaps 50% opacity set on overlay. That should give you something similar. :-)

I normally render a checkerboard pattern(filters > render > patterns > checkerboard) at size of 1px, black and white, and set it to overlay, then erase it at some parts to make it look decent.
