OPEN TO ALL

Reporters, photographers and a crowd were already present as Lucius, Narcissa and Draco arrived. They ascended the steps of the Ministry amidst several flashes. 

Lucius stopped and looked down. More people gathered as passers by began to pay attention, and employees saw the opportunity to escape a further few minutes of work. 

He waited a few moments before beginning his announcement.
