Application and rules are up and stuff.

oh and minor details, oyfreakinvey has sort of staged a takeover, more details to come

Final duties:

- get a layout.
- can some mod get powerplants Tyra/Posh/Jaspeen icon to work? Because I can't, even though it's sized okay over at ontd_fatties.
- get some Blingee accepted/rejected stamps.
- start promoting, and make your own banners if you wish.
