Definitaly not a Class C
Dear PotC Author,

Why in the world would there be such a thing as Drivers licenses for ships back then? What was there some Department of Sailed Vessils where a bunch of pirates and merchants had to stand in line and wait for hours upon hours? What class lincense would that be C? No it must have depended on the type of ship you wanted to "drive". Class C for any standard boat/ship you know your passanger ships, Recreational ships and oh Fire/emergency Ships of course. 

SERIOUSLY! Think about what you are saying before you put it down into print. Why would there even be the need for a drivers license for boats way back then! It may have sounded like a good idea at 3am to write a story where Jack runs away at age 16 and gets his boats license and never looks back, but heh it wasn't.

Seriously, this is extremely hilarious. XD I just pictured Barbossa standing in line ... for HOURS ... trying to get his commodore license. I think I can keep myself easily amused with this for at least two hours. XD

Not to mention, on top of the general hilarity of needing a 'driving license' at 16 he's about 6 years late. Midshipmen (in the Royal Navy anyway) started on average between the ages of about 9 and 12.

I think someone has been watching too much SpongeBob Squarepants before writing seaworthy fanfics.

However, I bet the employees at the DSV (Dept. of Sailing Vessels?) would be friendlier than their DMV counterparts considering they are dealing with people of low moral fiber (pirates) who might run them through. Wait, that is really not different than the town I live in.

Not necessarily. The clerks at the DSV would be used to dealing with roudy pirates and totally not be impressed.

Clerk: This is the wrong form.
Pirate: Tis the one ya told me ta use!
Clerk: No it isn't. I told you DA-97C. This *points at form* is clearly at DA-97E.
Pirate: C, E! Wha's the difference??
Clerk: It's a form processing procedure.

Regulations for all this must be damn amusing. Especially since a Fire Ship is literally that: set on fire, abandoned, and sailed into an enemy's harbour. Having to get a license for that when you're planning it out must involve finding a local DSV office in the middle of the Atlantic (floating branch?) and getting a license to set your boat on fire.

Dear fanbrat, even if they did have licences, whatever makes you think they would be American ones?

Just for the fun of it, from the UK perspective: when my mother learned to drive she didn't need a licence - they didn't come in here until she had been driving for many years*. She was exempt from taking any driving test because of that, but her brothers insisted on her taking the test before taking their mother on holiday. And what's a Class C licence anyway?

*She started when she was about 12 or 13, when her elder brother would send her to fetch the car from the garage where it was kept about half a mile away in another part of Swansea.

And why would there be a ships driving licence back then?! Cars didn't even exist!

I'm surprised nobody mentioned that in modern times, you actually DO have to have a license to operate a boat (you're supposed to, but a lot of people break the law). You can't even fish without a license anymore.
