It's all bullshit.

Fratto insisted that the plan was not slapped together and had been drawn up as a contingency over previous months and weeks by administration officials. He acknowledged lawmakers were getting only days to peruse it, but he said this should be enough.

They've been planning this for awhile.

On the other hand, if regular people have to "take personal responsibility" and they're all "whiners" dealing with a "mental recession", then we can just tell Wall Street to stop whining and go fuck itself instead.
