He wanted to mean it, but didn't. She wanted to believe him, but didn't.

Even as she spoke, she knew it was a lie. He smiled, letting himself enjoy the fiction.

“Because the Doctor's still you.”

“And I'm him.”

He's not. But he needs her to believe it. Because the other man is something new. He's wrong and dangerous and needs help. She has to believe it, she must.

He whispers in her ear. This time, he tells the truth. This time, she's not sure she wants to believe it.
