Tutorial: Ms. Limelight from Who Wants To Be A Superhero
I would like to say that icons are on the way! But first, a tutorial.

Pre-tut notes: This tutorial works best for photoshoots, and for some pictures, textures can be switched, depending on your image. Try different things - you’ll be surprised by some of the effects you can get. : ) You can also vary your channel mixer settings as well and as always, levels can be adjusted to fit the image.

Starting with Photo Sharing and Video Hosting at Photobucket

1) Crop, scale, and sharpen your image to your liking. Then go to Layer >> Colors >> Levels and enter the following:

Value: 0, 1.70, 255

2) Now, let’s go to our handy dandy channel mixer! Go to Filters >> Colors >> Channel Mixer and enter the follow settings:

Red: 133, -18, -5
Blue: -6, -12, 123

3) Now go to Layers >> Colors >> Hue/Saturation and up the saturation; for this image, I upped it to 20, but for some, it can be increased.

4) Now duplicate your image and set it to soft light at 30% opacity. You can play around with opacity if you would like, as it can create subtle differences in the outcome that can really pull the icon together.

5) Now take THIS texture by [info]dearest and set it to subtract. Ugly, right? Well, one more step will fix it. Don’t be afraid to switch textures! Different ones give different outcomes. I would suggest to stick with colored grunge textures, however, as they give the coolest results.

6) Duplicate your bottom layer and bring it to the top and set it to saturation at 100%.

7) Finally, add whatever text/brushes you want, and you’re done! : )

I use psp9 andI'm still a noob at it, so I wasn't quite able to translate it completely.
Nice tutorial. Anyway, here is my try.

I used PSP9 & mine ended up looking like crap.

I think part of the problem, if you use PSP, is that I don't think we have anything similar to the "subtract" setting. That I know of, anyway. I'm not very versed with PSP, so someone can tell me if I'm incorrect
