i'm looking for a second home.
i would like to find a few bars that have the following features:

-comfortable, well-lit seating where i can read a book for hours at a time
-cheap beer
-cheap tasty happy hour food (the longer the happy hour the better, of course)
-opens relatively early (3ish maybe?  or earlier)
-cute alternativish-looking dudes (yes, like tattooed hipster guys, i can't help it if that's what blows my skirt up!)
-friendly bartenders
-not too crowded before dark
-smoker-friendly
-air conditoning would be nice

anywhere in inner pdx is fine as long as it is quick and easy to reach via trimet.  so far i have found these things at basement pub, but there are only two places to sit that get enough light by which to read, so i need some alternatives.

ALSO i would like to find a few bars with much of the same criterion, except with ample patio/sidewalk seating that allows dogs.  obviously these places would not need the comfortable well-lit indoor seating or the a/c.  since i would be walking my dog to these places, they would need to be in the general downtown area or inner southeast as close to burnside as possible.  preferably these places would have so much outdoor seating that we would not have to wait/fight for a place to sit.  so far we have found captain ankeny's but i am not sure how i feel about that place, it can get sort of crazy on sunny days.

i've always thought the tugboat would be good for such a thing, but I don't know when they open. sorry, can't look up the address for you, but it's in the broadway and one-of-those-tiny-alley-looking-streets area. just around the (southwestern) corner from mary's!

As the Damnportlander's resident Tugboat-pusher, I certainly want to add my voice to the posts here. Course, I am that friendly bartender -- I tend there Mondays, Thursdays, and Saturdays.

We open up at 4pm most days, 5pm on Mondays and Saturdays.
$3 pints for happy hour (which is till 7) if you're drinking our beer. $4 if you're drinking one of the guest taps.
Tugboat beer tends to be on the hoppy, bitter side -- our IPA is like Hop tea, when we have it, but there's a number of brews I can offer you, and I'm a guy who likes to pour tastes.
We do get our share of cute hipsters, but the bar is not particularly meat-markety, and I prefer it that way. You might not get guys buying you drinks (though it does happen from time to time), but you're definitely likely to get into an interesting conversation if you sit at the bar -- even if it's just with me.

It's been particularly mellow in there since the sun's come out -- drop in, and let me know who you are, and I'll pour you a taste of everything we've got. :)

Thanks for posting - I'm looking at a place for a gathering of about 12-15 people the first week of June - is there any way we can make sure we get some tables or area together? (Sort of like a meet-up, but without the drawing on people's bosoms...)

If June is anything like April and May, then getting you a couple tables pushed together shouldn't be an issue.
But I'd suggest coming down solo, or in a smaller group initially, so you don't come in with elevated expectations.
My experience with large groups is they don't often realize the impact they have on a bar. I can make an order of nachos, or even two, and I'm happy to pour pitchers of beer, but when everyone in the group wants their own food, and everyone needs to taste a number of different beers -- well, it is overwhelming for a bartender flying solo.
Additionally, when dealing with larger groups, it seems like there's inevitably parties involved that don't carry cash, and balk at the Tugboat's Cash-Only policy.
So, I'd love to have you come down, check the place out, and make sure it's appropriate to your needs. We can have a casual chat about it.
I'm there Mondays, Thursdays, and Saturdays.

the bagdad on 39th and hawthorne - window seating, not too busy in the afternoon etc

right around the corner there is that other little bar i can't think the name of - maybe Trumps?

The lucky lab around hmm 10th and hawthorne? great for puppies

Slabtown on NW 16th has got most of what you asked for (lots of indoor seating, cheap beer, good happy hour/cheap but good food etc.) but it opens up at 4.

The Chesterfield has pretty good happy hour on both food and drink. Although I'm just assuming beer is included, but I know cocktails are $4 off so they range in $4-$5. The drinks are delicious. I think it ends at 7. Close proximity to Rontoms and the B Side tavern, both of which have attractive people. The B Side also has a back patio and pretty good lighting in spots.

Muu muu's (612 NW 21st) opens before noon, has a couple of outside tables, (these are always taken by 5pm when I get there) has enough space for, and is well lit enough for comfortable reading. (I know, I've done it) I'm not sure about all the way until dark, but they don't seem to get too busy before 8pm.
They have friendly bartenders, alternative clientelle, good happy hour food specials, (3-6pm) but I don't think they discount their drinks - not sure. I'm also not sure if they have AC, but it's never been too hot when I was in there.
They don't allow smoking inside, but do have the previously mentioned outside area.

really yummy sammiches, good beer. wireless, nice light, and ye olde electrical plugs. Very good for working nomad-like.
