I would greatly appreciate it if any of you who made transactions via paypal at Conflikt 1 to purchase pre-reg please go and check your paypal account and clear the transaction dispute.  Apparently, Paypal telling me that 'oh, we investigated and everything was ok' was insufficient to have them actually automatically clear those transactions.  Similarly if there are people whom you know who made these paypal transactions, please let them know that they need to complete the dispute resolution since otherwise the money stays in limbo :/

I have contacted Paypal with a bit of a scathing letter asking them why the heck when they cleared the investigation they didn't go and un-hold all these transactions (and presumably unlock the locked accounts!) but haven't yet received an answer.

I apologize again for this snafu.

You have not received an answer because PayPal's legal department has advised them against officially stating that PayPal is MADE OF PINHEADS.

Yeah well :) Unfortunately there are not any really good (and widespread) alternatives to Paypal that I am aware of. I'd happily investigate and make use of other alternatives if they would exist and be reasonable in fees, etc.

Mine appears to be completed. I think I took care of it when I was fixing the transaction with Sooj from the week before.

Hmm. This could explain that e-mail that I threw out this morning. I'll see if replying to Paypal does any good - they were thanking me for pointing out suspicious activity on my account, which bothered me. (I don't have an account, so being told about activity on my Paypal account triggers my phishing alarms.)

Yep, it's still in the trash. Wish me luck.

Actually Peter, you should have had a message from paypal last week when I performed my half of the transaction resolution :/ Hopefully we can get this straightened out.

I didn't get anything unusual last week. I got the usual "Receipt for your donation" message on January 27, but that's it. Maybe I got through by being the first in line.

Bizzare. Your payment is still shown as 'on-hold' from inside conflikt's paypal account. Hopefully your reply to that email they sent you that you deleted this morning will help to resolve things :/

Apparently I spoke too soon.. The transactions that 'resolved' today were resolved by returning the money to the person who tried to pre-reg rather than putting the money into the conflikt account. I think a call to paypal is now in order. grrr..

I called today, got transferred to resolution department, and was told it would be escalated. I asked if we could do anything to get it cleared today and was told "no", which, grr.

I also sent an email through their system (while logged in) which specifically stated the transaction was NOT fraudulent.

For those of us who don't actually have a PayPal account but just used a credit card, how would we clear a transaction? I'm sure I'm not the only one...

Apparently they are just being slow.. About 5 more transactions (including yours) just got un-held. So.. I now have some hope that if I remain patient....

So Glenn, at this point it seems like you haven't paid. I'm going to try and find someone at paypal to actually talk to because this is f***ed.

s00j did find a phone number you can call, as have some others. Probably you should follow up that letter with a call.

Well, given that about 4-5 more transactions got cleared today, I'm hopeful at this point that my slightly scathing letter was effective. If the remainder don't clear soon, I'll escalate further. :)

Damn. I never received anything from paypal other than the receipt. I checked my paypal account after I first heard about the issue, a day or three after the con, and it looked like the transaction had gone through normally. I've checked my spam folder, too, and there's been nothing from paypal at all.

But NOW, it looks like the transaction is held, under "open disputes". But there are no instructions there for HOW to resolve the dispute. The "resolution center tutorials" are no help. "Report a problem" seems to only let you report disputes, not address existing ones.

Is there something I'm missing?

For me when I started dealing with this last week there was a button that allowed me to add commentary to the dispute where I was able to explain the transaction was for a convention pre-reg, that we had only one computer, yadda yadda yadda.

After I did that it said it was mailing the 'other party' (which I assumed, silly me) was the person who initiated the transaction. I (again) assumed that they would be mailed and would be able to confirm that the transaction was in fact what I said it was.

On the other hand, a few more of the pending payments got cleared from Paypal today, so I am hopeful (as I said above to technoshaman) that the rest will clear through.

I will keep poking at it, but if there is no obvious place for you to put in info on the dispute saying it was valid, then I don't know what to do other than try to call Paypal cust-service and reference the dispute number.

As a customer, I found no way in their system to reply to the darned things. I had to call. :( Then again, I find their web page dizzying, so maybe I missed something. At any rate I did see my payments go thru (and the other two merchants who were put on hold - [info]s00j and a bath products company for an order made a week prior - did confirm getting their money).

"One of the team dealing with the disputes will be in contact with you in 24-48 hours" (the line the cust-service rep gave me) :/

I'll keep pushing on them until this gets resolved. At the moment it doesn't look like there is anything you can or should do.

A note to others - Paypal will happily unlock your account without resolving the transactions. You have to specifically ask to resolve the transactions to get rid of them. I had to call back to get through to resolutions, apparently resolutions@paypal.com is also a viable email (but I did not use it, I was given it by the guy I talked to when I called the last time).

If you call Paypal, ask explicitly for the resolutions department and state that the transactions (give dollar amounts and recipients, it helps) are legitimate and you want them to go through.

Nope. As I posted in the last update, all of the transactions have resolved either by flowing into the account or by being reversed and I've contacted those few people who had their transactions reversed. Yours was actually one of the ones that flowed into the account last week not one of the ones that was still on hold yesterday ;)
