whats a big enough cage for 2 birds? currently mine is apx 36hx22wx22l

22 by 22 is pretty decent. With a cage that size, and out of the cage time... I would fret very much.
The biggest you can afford is always best. But that`s already much bigger then most cockatiels ever see.
