The release date for the anime or manga in question has to before 1990.
Exceptions will be made for the following reasons:
A.) Newer anime based on a manga title that was originally released before 1990. Example: The film version of Metropolis was released in 2001, but was based on a 1949 manga by Osamu Tezuka.
B.) A remake of an older series that was created by or as a tribute to the original artist. Example: Shotaro Ishinomori passed away in 1998. Since then, his production studio has created remakes of both Kikaider and Cyborg 009 as a means of honoring his memory.
C.) Anime set in the same "universe" as an already established franchise. Example: Harlock creator Leiji Matsumoto often creates new storylines that take place within the same general setting.
All of that aside, the most important thing to establish is that this community was designed with the intention of being a place where fans of old school anime could gather and casually discuss shows from yesteryear without having to fear that their questions and comments will be buried beneath stacks of petty posts about the new CLAMP book or how "bad" the dub to (insert show of the week here) is.
