Father of 37 children wishes to be sterilized

The Argentinian husband of 3 wifes and father 37 children Cleto Ruiz Díaz wishes to have himself castrated so 'he won't be a bother any more to any of his wifes'. Unfortunately he does not have the money for it.
Díaz lives with his 3 wifes and most of his kids in a 2 room apartment in the Argentinian city of Buenos Aires. Díaz did ask a local official to see for a law proposal to make sterilization free.
A few questions arise from this article:
- If he does not have the money for sterilization, then how does he raise his kids? Okay, judging from the article a few kids already moved out, but still quite some kids remain, and a single kid is already very expensive.
- I agree with a sterilization law, but mainly to prevent people like this to become a father at all.
