It is indeed Chinese, but you should at least get the meaning of the characters...the pronunciation is the next part of the joke.

Well, I get the meaning of the hydeograms: first one seems a variation of "kamome" (seagull) and second one is "umi". But I don't get the joke.... is it because it should be in chinese pronunciation?

In Chinese, they would be pronounced "OU HAI".
