Public floggings should occur for the following:
1. Any politician who says anything to the effect of "They don't call it *guerilla* advertising because it's not meant to terrorize people!" (heard today).
2. Any reporter / newscaster who refers to this incident as "a hoax".
Also, in all fairness we should have some praise for the BPD. I will note that many other cities still had not found these devices... and say what you will, it IS valid for the PD to be very concerned about an electronic device attached to the underside of a bridge. Maybe in a pre-9/11 world they could have looked the other way here, but I don't fault them for taking all precautions needed.
Maybe they should have figured out it wasn't a bomb and calmed the fuck down, but it's perfectly valid for them to think "Hey, this one isn't a bomb - but any of the ten others might be."
That said... I'm rather disappointed that mumbles and deval didn't have the wherewithall to back off and admit that this wasn't a malicious attack (despite the finger from the moon.)
It'll be funny to see how far up the court system this goes. I highly doubt there's much more than *civil* lawsuits to be had (IE, no criminal charges). Highly, highly doubt it.
