The city of Austin has passed an ordinance banning people from selling or giving away animals (most often kittens and puppies) on or near roadways and public places. (The news story is here.) This thrills me, because I can't stand the sight of those people who sell puppies and kittens out of their cars on the side of 183, near 620. I've seen them with the poor animals in cages in the middle of central Texas summers. A few weeks ago, some asshole had puppies out in a cage in 45° weather while he sat in the warm and cozy cab of his truck. I've never known what I could do about that. Glad to know that if I see them now, I can call the police.
