Since submissions are done through comments, the mods and the banner-maker are the only ones who need to have posting access.

[ RULES ]

1. Icons CANNOT be animated. That's the whole point of stillness, isn't it?
2. Your submissions must remain anonymous. This means you cannot use your icon or post it anywhere till the voting period is over.
3. No telling your friends to vote for you. It breaks rule #2 and it's not fair to the people who follow the rules.
4. No voting for yourself!
5. Do not take any of the contest icons without the creator's permission.
6. At the beginning of each contest, the mod will make a post where you can reply with your submission. Comments will be screened so the only people who can see your entry are you and the mods.
8. You will need a host that allows remote linking. Image Shack and Photobucket will work. Your icons will be direct-linked from your account if you win, so if you don't want that, let the mod know beforehand.

[ SUBMISSIONS & VOTING ]

1. Make sure your submission fits LJ's size standards (No bigger than 100x100px, 40KB)
2. When responding with your submission, please include the img src and url versions like this:

http://www.yourserver.com/youricon.jpeg
3. Deadline will be fridays, by 12:00am, eastern time.
4. Icons will be up for voting once the mods are done getting them all together.
5. You'll have till monday, 12am, eastern time, to vote.
6. Winners will be announced as soon as the voting is complete.
7. Vote by commenting to the voting post.
8. The comments will be screened.
9. Voting is open to anyone, not just community members.
10. Please do not tell people which icon is yours.
