What I usually do is make a bit of a mish-mash pic in Photoshop - take a 100x100 square, fill it with one colour, and put a few random paintbrushes on it in a different colour (or two). Then I copy and paste it into Paint Shop Pro, and use a combination of the Kaleidoscope and Pattern filters to get the look I want.

Obviously, you could do all that in PSP - the only reason do the first part in PS is that I don't have my brushes installed in PSP. Alternatively, if you only have PS, there are some free pattern plug-ins out there, you would just have to do a Google search.
